Using Tests to Ascertain a Candidate's Eligibility in Coding

While I can understand the need of assessing a potential hire's eligibility or programming stature, I find it difficult to understand why Employers are bound to using Online Testing Centers Like ProveIT (for example) in thier assessment of a Candidate.
Having taken several tests through ProveIT, I have deduced that the tests are assessing your 'book-based' knowledge of the language you are testing, and not REAL-WORLD scenarios where the candidate is more likely to understand the given situation rather than recite answers from a training manual.
